Luiz Carlos Busato é arquiteto e urbanista e atual presidente do União Brasil no Rio Grande do Sul. Foi prefeito de Canoas, deputado federal e vereador. No Governo do Estado, foi secretário de Obras Públicas, Irrigação e Desenvolvimento Urbano e secretário de Desenvolvimento Urbano e Metropolitano nas suas duas passagens.

Como homem público, destaca-se pelo perfil articulador, conciliador e pelo trabalho voltado aos municípios gaúchos durante os seus três mandatos de deputado federal e como secretário de Estado em duas oportunidades. Como prefeito de Canoas, entre os principais legados, destacam-se obras e ações que beneficiaram diretamente as comunidades em áreas estratégicas — saúde, infraestrutura, educação e segurança.
